Import and export functionality in test complete

Right-click the Script node in Project Explorer and select  Add | Existing item... or copy the script from the file and paste to the TestComplete editor

is it means test complete do not have feature like reusable action  ? Copy an action ?

TestComplete supports VBScript, JScript, DelphiScript, C++ script and C# script. If your script is written in any of these then yes you can copy from your script. Have a look at the following:
