If you downloaded additional extension from http://support.smartbear.com/downloads/testcomplete/chrome-patches/, then open the downloaded archive - it contains the file with the instructions on how to install the patch.

Note, that despite the http://support.smartbear.com/downloads/testcomplete/chrome-patches/ page mentiones Chrome 37, TestComplete 10.40 supports all Chrome versions that exist at the moment of my reply.
