How can I get TestComplete to select items in a TMS TPlanner component?

There is no special support for the target control in TestComplete. However, you can try using approaches described in the "Ways to Interact With Application Objects" help topic to work with the control. If you still cannot find a way to interact with the problematic control, please send us a sample application containing the component. We'll try to create a sample script for you.
