Creating multiple test sets

Test Complete allows you to define a test set in a project suite. What about if multiple teams wants to have multiple test sets? Is there any way to do this without an external workaround?

You can have multiple project suites and multiple projects within a suite and multiple tests within a project.  Does that cover what you want to do?
