Components Panel not showing in Form Editor

How do I get the Components Panel to show up in the Form Editor? I created a form name (within User Forms, within Advanced ).  I right click on the form name to bring up a menu that include...

Have you updated to TestComplete 9.31? I think that the reinstallation of TestComplete will help in this situation.
