clipboard stops working after using a code template

Hello,   There are times when I use a code template, I lose the ability to use the clipboard UNTIL I right click somewhere in the editor window.  Has anyone else seen this?   Thanks.

    11.2, this has been happening in 10.x and i think 9.x
