According to the "Supported Web Browsers and Technologies" help topic in the TestComplete 9 documentation, only IE versions 7-10 are officially supported. As you are using IE 11, TestComplete 9 may not properly recognize web objects.
You can downgrade to IE 10, or consider updating to TestComplete 10 where this browser version is supported.
