Did you ever get this resolved? I am having the same issue. I've set the proxy settings the same as the IE settings (the company uses IE & cannot load Firefox).
I've been unable to get the starter page to load or set up a new project using the ?WSDL address. FlashBuilder, however, can connect. I've reviewed all of the posts that I could see related to this problem but have not seen anything to resolve this issue.
