I was facing this issue also. Finally I managed to resolve the problem, but unfortunately, I don't know how...
I had two web services in my soap ui project. After trying around for a couple of hours with one service and always getting the error you described, I tried to start the other web service - and it worked immediately!
So I deleted the web service which was not working and created it once more. After that, the mockservicerunner did what it should do...
So perhaps, you would also like to create the service new...?
