Where do I begin?
Is anyone else lost here, or is it just me? I just want to consume a Web Service from one of our Vendors. All I want to do is make a request and receive data back. I never dreamed it would be this...

It is easy, but I suspect the problem is the language and terminology being used to describes web-services is different to what you are used to. I know when I had to work with some AS400 guys they might as well have been talking ancient babylonian.
Who is your vendor, I presume it vendor is IBM, if so try reading these which should help you bridge the web-services terminology with something you are used to.

Do you have a WSDL/WADL for the Web-Service you need to consume?
