6 user licence key, 2 activated without issue however we are now (2 weeks later) unable to activate additional licences. We've tried everything we can think of.. different systems, different insta...

Hi,
Have you tried the "Activate Offline" option available on the previous screen?
It basically sends us an email with the required information and then you get an activated license back in a return email that you can use.
