Could you please check your setting for Preferences/WS-I settings/Tools Location. Check if it points to existing directory. The thing is that every installation has WS-I included, but if this property was already set before it won't be changed during the current installation. If this is the case just change it to point to an existing WS-I directory. Please let us know if this worked.
