Activate ReadyAPI ID-based license on Headless Machines get "No legacy license found"

We want to active ID-Based license on our headless linux machine which has ReadyAPI with a expired file based license. But get "No legacy license found" error. Can anyone give us a help? Thanks!
OS: linux 

Softeware: ReadyAPI 3.30.0 + Expired Fixed file license

Network:can connect to
