Activate ReadyAPI ID-based license on Headless Machines get "No legacy license found"

We want to active ID-Based license on our headless linux machine which has ReadyAPI with a expired file based license. But get "No legacy license found" error. Can anyone give us a help? Thanks! OS:...

We followed the "Option 1" in "Activate ReadyAPI on Headless Machines and in CI/CD build runs" which is under the link you provide and didn't work.
