Ability to set Script Library location per project

Currently you can only set the Script Library directory globally. It would be nice to be able to do this on a per project basis. Also, it would be good to be able to not have to restart SOAPUI after changing the value for Script Library (I think the latter is a bug as it appears to work - the groovy class is reloaded, but no changes take affect until a restart).
