It by defaults creates a test case in the Test library. All you need to do is move it to right folder. Make sure you have No Filter when you are in the Test library screen.
I tried replicating your scenario, created a brand new test set and created a new test case directly from test set with some steps in it, pouplated most of the fields during the test case creation process and clicked Save and Exit. And i could see that test case from my test library view.
