Hi Robert,
I think it is a usability issue, therefore a bug. I just tested it and wrote up a defect for it, hopefully it will be addressed in our next patch. Here is the description of the defect, thanks for bring this to our attention:

Defect 789525 - Moving tasks between Projects Plans lose hiearchical structure
Description:
One of our clients found this and posted it in our public forum. When you use the Fast Edit feature to move a set of hiearchical tasks from one project plan to another, it loses the hiearchachy once it arrives in the new project, here is a movie: http://screencast.com/t/X9qInIPwxIW

Expected Results:
Should retain the hiearchical structure.
