Dont See a Folders Tab in the Test Management Area

In one of my projects, when I navigate to the Test Management tab, and click on Test Library, I dont see a Folders tab on the left side under Project. Anyone know how to enable the Folders tab?

No such luck.  I'm a Security Admin, and all the boxes were checked.  Just for the fun of it, I un-checked and re-checked, but still dont see the folder tab.  The funny thing is, this only happens with one of our projects.
