BUG: Requirements Export Containing Comma and Double Quote Characters

I just exported 2232 requirements via the web interface, into a CSV file. There were several records that got munged inside the CSV, due to comma and double quote characters appearing inside the Descr...

Seems this problem only manifest itself on certain records.  Only records which contains a " in the database instead of a double-quote character.



I dont even know how a " html equivalent for a double-quote got into the database.  Unless a previous version allowed it, because I cant figure out how to do it with the version we are currently running with.
