Hi Dana,
There's no built-in way to easily configure Collaborator like that. That being said, if you are handy with scripting, this can easily be accomplished using a server side trigger, and the add-participants command.
Steps:
1. Create a trigger that fires when a review is created:
http://codecollaborator.smartbear.com/docs/manual/8.0/admin_triggers.html
2. Use the review-xml command to check which template is assigned to the review (if required):
http://codecollaborator.smartbear.com/docs/manual/8.0/ccollab_admin_review_xml.html
3. Set the review participants using the Command line client:
http://codecollaborator.smartbear.com/docs/manual/8.0/ccollab_admin_review_participant_assign.html
