Clarification needed for the "Sent to Rework" status of the participant.

Hi Team,

We need a clarification for the participant status "Sent to Rework". Please find the below scenario,

Three participants Author1, Reviewer1 and Reviewer2 participate in a review. Author1 uploads a document and moves the phase to Inspection state. Reviewer1 creates a defect and sends the review to Rework state, his status is "Sent to Rework" Reviewer2 fixes the defect that is created by Reviewer1, his status changed to approved. The review moved to completed state by Reviewer2.

The status of the reviewer1 is still sent to rework. Is it correct what is the purpose of the sent to rework state in participants section.
