It does not seem to be tied to the specific patch level. I uninstalled my copy of Delphi 2010 professional, then reinstalled it.
The AQTime install (64 bit version) gave the same "Unable to determine the installed version" warning against the base install, after installing update 4, after update 5, and after help update 2.
Windows 7, 64bit, 8GB RAM
