spectral-action reports success but logs “Error: You have exceeded a secondary rate limit”

Hello, I am using spectral-action on an OpenAPI document with over 1000 problems.  It logs “issues detected”, then that a GitHub secondary rate limit has been exceeded.  The main problem though is that GitHub thinks that the check passed.  Is this a known issue, and is there a way to fix it?
