Why the cnt is different in some steps?

I do the load test for below test cases:
1.Datasource( File type, in txt file, contains 100 different clients)
2.Soap request 1 (use parameter from datasource)
3.Soap request 2 (use parameter from datasource)

Load test condition:
Threads: 100, Limit: 1, Runs per Thread

Result: the cnt for step2 is 100, but for step3 is 23

I just want to why the cnt is different.
