License management for SOAPUI Pro

My organisation is considering adopting SoapUI to test its SOA implementation and is considering buying the Pro version (for several hundred users -- I am currently working on the analysis and PoC to show that it can fit our requirements). I understand that we can install the Pro version on as many machines as we like, but we need to ensure that the number of users actually using the Pro version needs to be less than the number of licenses we have bought. My question is how is this managed. Is there a license server that dishes out licenses on the fly when a user starts up the Pro version and when the limit is reached will stop dishing out licenses? Or is this entirely left up to our organisation to manage? (if it is I need to factor that into the cost of adopting SoapUI).
