Data driven load testing

I understand we can test a webservice by passing in data from a properties file or from a a db etc.. what I would like to know is if soapui works/functions in the case of load testing and 100 input parameters
Let me explain ..
Goal - performance test login webservice for 400 simultaneous users
I have 400 userids and passwords in a file/db /etc..
When the Load test suite is created does the soapui pick only the first username/password in the file? or how does it distribute the 400 usernames and passwords for a test with 400 threads ? This is specific to Load Testing
