Yes, TestComplete does communicate with our cloud-based QAComplete. There is an add-in "bridge" that you install on the desktop where TestComplete resides. Instructions for connecting it to QAComplete are here in the User's Guide. http://www.softwareplanner.com/UsersGuide_TC.pdf

I've downloaded QA Complete for the 30 day trial, and also a copy of the Auutomated Testing Bridge User's Guide. However, when I printed the guide out, there are lots of missing characters. Is this a deliberate ploy to prevent printing of this document ?

Nope, it's just a plain old PDF file and it looks normal from here. Are you using Acrobat to read it or some other utility?
