Cannot get license and cannot login to use it

After I install ccollab_server_9_2_9200_windows.exe finish I cannot login and use CodeReviewer,

Here are my steps and I attach picture follow the step by step,

1 I go to http://127.0.0.1:8080/ui and click initialize database.
2. http://127.0.0.1:8080/ui and I login admin, password empty. I click login.
3. The program auto redirect to http://127.0.0.1:8080/go?page=AdminStarter and I login again for admin.
4. The program auto redirect to http://127.0.0.1:8080/go?page=Front
5. http://127.0.0.1:8080/go I use user name and password but I cannot login. when I login to admin, it go to step 4 again.

My PC is windows 7 32bit, Java 7 Update 80.

Any information do you need more about my PC?
