Zephyr scale folder

I dont want my employees to create test case in none folder, means it should be in some folder, how can i achieve this?

There's no way to do this by applying a configuration.  I don't like my testers to create their own test cases in Zephyr for this and other reasons.  I prefer to instruct them to complete their tests in an import template and that way I get to control the test library and can capture issues before they are created in the system.  If that's not practical for you then I can only think of making it as simple as possible for your testers and enforcing that setup with team or 1:1 training, regular progress catch-ups, and pushing issues back to testers as soon as they appear.
