How to execute a test case with multiple test data sets and parameters

If user would like to execute 1 test case with multiple data sets and parameters, how he/she should handle them?

And what's the difference between Test data and parameter?

I think we are not supposed to use Test data and parameters at a time. 

What is the best use of both test data and parameters
