I have Zephyr Scale (not sure if I have the server or cloud), will I be able to use it with jql in Jira?  For example, jql functions such as these?

You can use JQL and Scale with Scale Server, but currently not with Scale Cloud.

No idea.  I'd be happy to be wrong but I don't think SmartBear share their roadmap.
