Can I block transition of a story if no test is available?

I want to add a condition or validation when transitioning an issue so that only issues with tests can move forward.  I am using Zephy Scale Cloud.

I can see that this has been requested on the Ideas portal, here: Zephyr Scale Server/DC Ideas (aha.io)

Its current status is Future Consideration.  If you register on the site you can add your vote too.

Thank you!  That certainly looks like what I need.  Is that forum for server only?  I have a cloud/saas system.
