does OpenApi-Swagger support the ability to switch language mutation of the api documentation? I would define all method labels, parameters, etc. for each language separately.

Unfortunately it's not natively supported yet, you can track one of the GitHub issues here: https://github.com/OAI/OpenAPI-Specification/issues/1740.
Work is happening to help solve for that issue, possibly with https://github.com/OAI/Overlay-Specification.
What you see in the screenshot might be custom plugin? I haven't seen it before.
