Hi hr,
If you don't have a WSDL, you can create a REST API and an HTTP API without a descriptor. ServiceV can easily do this - http://readyapi.smartbear.com/servicev/start
So you can match incoming requests to an HTTP resource and in licensed ServiceV Pro version you can match incoming parameters to a soap action passed in HTTP header - http://readyapi.smartbear.com/servicev/virting/dispatch/type/parameter/start
