Make all assertions available when there's no response yet

I have ReadyAPI V2.6.0. I couldn't find JSON Count anyware in my REST request and was wondering why. Apparently, this is due to the fact that I still don't have a response yet (our environment is not up and running yet). So it would be appreciated that all assertions are always visible as we can pre-define them in testcases that we are creating, even if the environment is not set yet.
