I had submitted a ticket because we have seen this error by several users a few times today. (We've seen it in the past - seems to go in spurts). SmartBear said no other clients have reported this and their servers are working.
Wondering if no others reported because the error can usually clear by trying to log in again and it's not worth the effort to report. So even though it's usually easy to clear, it shouldn't be happening.
