What you are describing already exists in our Community in one way or another. Let me explain in detail.
Right now, it’s possible to assign a Label text to each question. This label will be related to some TestComplete Feature, for example, NetworkSuite. There is a pre-made set of labels for TestComplete. Thus, you can always review all the questions asked for the target label in our Community. For example, this is how it looks for the Checkpoints label:

well, labeling is not a bad idea. But. I'm not so sure whether it has got the main advantage of a hierarchy: the ability to do hierarchical search.
I'll giva You an example:
You have gor a great new idea, and You want to see, whether something similar already exists.
In a well-formed hierarchy of ideas, You can drill down the tree until You find the location where it "should be" located. Let's say, that there are already 5 items located there. So, all You have got to do is to read these 5 items to know, whether Your idea really is new.
In a flat list, You' d have to read it all. Ok, You can search or use labels, but what if somebody used other technical terms than You? Searching is never reliable if You want to express: there is NO .....
If You organize the labels in a hierarchy, it may work. If not, it would not be that useful.
