In our organization we have a Collaborator Group set up for each of our projects. We have 1 or 2 standard templates being used by all Groups -- this is for consistency, so we can do things like collect a standard set of field metrics across review Groups.
Some of our projects want to use their own checklists, but we can't do this now. Currently checklists are tied to a template. Our projects want the ability to attach their custom checklists on-the-fly to any Review, regardless of the template that is being used.
