ZEPHYR Improvement - Planned Vs Executed Dashboard Gadget - Request to add to the Phases level

As a Zephyr User,

• I would like to add "Planned Vs Executed" gadget into my dashboard and configure the dashboard to Phases level

At the moment, this is only allowed to configure to the Cycle level, so we can only see the consolidated view of the cycle.
