Tests with mandatory Custom Fields being empty or incorrect should not be imported

We have several mandatory Custom Fields. Some of them are Picklist type.

When users create Excel files for import, they often either miss mandatory fields completely or use wrong values. Still, these tests are imported with mandatory fields being empty upon import.

Import feature should perform validation, fail and return an error in such cases
