it would be helpful to be able to drag and drop more than just one test step at a time, especially for long test cases

I would also like to have the ability to specify where to move a test step to and not rely on the drag-and-drop as the cloud connection is often very slow and glitchy. Jira custom fields has a nice interface where you can select an item and "Move to Top / Move to Bottom", or specify the exact location in the list "move to <location>".
The ability to "undo" a move would also be nice. Again, drag-and-drop is glitchy and will often drop my selection is some random place as the list is trying to scroll and looses communication with my mouse. Very frustrating to try and see where the item ended up in a long list.
