Add Global Repo and Admin to Group Role Setup

Roles using the Global Repository Apps and Administration Apps templates cannot currently be set up via group and must be managed per individual user. This creates difficulty and increases errors in user management for these roles.  We would like to be able to create a group to add users to for these role templates.
