Give an option to allow editing of Name Mapping even when application isn't open.

Champion Level 3Good option but I think we decided against that because it made the name mapping file so much bigger. What I was hoping for was an option that doesn't verify the object information while I'm editing. If I mess up, it's on me to fix it but at least I could be typing in there when the test environment is not available.
