Add support for INTL JavaScript API

At the moment, INTL API is not supported by TC. I found it by the hard way when I was in a need to get the actual time, but in different time zone (discussed in this post). And yes, I'm aware that the INTL API is mentioned as "not supported" in the TC user guide. Therefore, it would be nice to make it supported :) Thanks.
