From my perspective it seems logical to have them where they currently are at the bottom of the window, which forces the users to at least scroll past the comments and review materials to get to them. Including them (additionally) at the top IMO could just be a shortcut for users who want to approve the review without doing anything, or could possibly help enable that undesired use case.
