A user setting might be nice - the settings now are global. I know there is a danger of people turning everything off, but there is an equal danger of training people to ignore emails form SB.
One option is to be Smart about emails - rather than send (say) 3 emails about 3 reviews needing attention, send one email that contains 3 notices in it....
