I want to enable at least some users to modify reviews after they are completed

We want to maintain some post review analysis in the review record.  That analysis will be provided by someone who was not a participant in the review.  They would need to edit the review record afte...

I don't really want to add a new state.  Not all reviews will need changes or quality reviews, so some will sit in that state forever.  That's a pain in the neck.
