Enhancements for the Projects feature

We are not planning to add defects in reviews to Project page, we want to keep project page as simple as it's possible.

But we are planning to develop some reports for projects feature in the feature, and the report with all defects in reviews, included to specific project, could be an option. And list of all the reviews in a project can be another report.

Would like to see the ability to assign a group to the participants of a project, rather than by individual. Also want to be able to restrict who can create projects.

Implemented for Review reports in Collaborator 14.2, and for Defect reports in 14.4
