Custom Fields per user

We would like to have the ability to add custom fields for the users.  These would be set by the user in their settings.  Then, would like to have these auto-fill in the Participant Custom Fields.  It should be configurable so the admin can define the fields that are filled through Settings, and also configures the association of the User Custom Field with the Participant Custom Field.
