add the ability to seach for all reviews based on user id to "ccollab admin find review"

Right now, "ccollab find review" will only allow you to search for reviews based on review number ( which means you have to know it in advance), something in the review comment, or a custom field. It would be nice to be able to dump/search for all reviews related to a user id.  For instance, I want to get to all reviews related to user blott. Even better, be able to filter on review state.

I have been able to produce something close by using the WGET functionality but that is rather clunking.
